No. Birth certificates, Social Security cards, utility bills, credit cards, or school IDs are not acceptable forms of identification. Acceptable identification has four key elements: 

1. Issued by a government agency

2. Contains a number assigned by the agency

3. Picture of the holder

4. Signature of the holder
